That's the task that will require you to spend a lot of deeds -- colored and Imperial both -- in addition to gold.  The "roadblock" is probably more the deeds than anything else; take advantage of Daily Deals offers and arena victory offers to purchase them when they're available then, do every Adventure Board task that rewards deeds (or even Writs), plus there are guild statue (donation) rewards for colored deeds and writs as well.

 

Level 15 may take a little time and effort, but it's not anywhere near as difficult or time-consuming a task as getting kingdoms to Level 18.  That being a requirement for certain high numbers of stars in a particular kingdom.

Power level is actually the stars, not the kingdom level with deeds :P.

 

Open any kingdom and check the bottom right to see the current power level and what should be upgraded in that kingdom for the next star.

 

So that's leveling up troops, giving them traits, getting pets to max level, upgrading weapons. All in a single kingdom.

The final score necessary for to have one kingdom at power level 15:

- Troops: have 24 troops in thinks kingdom who are each level 20 and have 22 troops in this kingdom with three traits.

- Pets: have two in total in this kingdom, one has to be level 20 (buy it to the max during a pet event, if you have the gems), otherwise clear delves with a faction team to ascend a pet to the max: tinkertown, illitha, deep hive and emperinazaar are "easiest", to have five go for dark court as the fifth one if you don't have any other pet at level 20 at all

- Challenges: clear tier 2

- Mythics: have one of this kingdom

- Weapons: fully upgrade three weapons of this kingdom, play delve for lots of legendary ingots and to earn more random ingots/day by increasing your total renown

- Hero class: unlock the hero class for this kingdom, upgrade it to level 20 (this is with souls), give all three traits and reach hero class level 40 (have the hero in your team with this class and win battles)

 

Basically, spend your souls and trait stones on troops in a kingdom where you have two pets (one at level 20), where you have one mythic troop, three weapons and can level up 24 troops to level 20.

Gain souls with a soul team, farm trait stones in explore (preferably level 12 since you'll need the tokens for badges and medals anyway).

 

Leveling up a kingdom with deeds and gold to level 15 is still important as this gives every troop one stat upgrade for each kingdom that is at kingdom level 15.

Well, crafting your own higher power can be done in philosophy as well. There's enough resemblance to pretend it's all the same :P.

The game approach to philosophy and other aspects of life: fetch quests are numerous ... all kinds of crafting, cooking, fishing and other skill sets have to be trained and skill points applied into specialized training, relationship building and traveling, it's all there. If I were still in university I might write a thesis on it for a philosophy course. It's not that hard to spin stuff in such a direction.

 

Though is going down a tangent real fast.
