Not sure if this is a stupid question or not but if you download Sniper Elite 3 via PS Now, can you still do online coop with people that own the game?

When in doubt as to whether it is still possible to get online trophies for a certain game or not, I look at the list of multiplayer trophies from the last few people who got it.

According to the example list, the last person was on December 22nd, so far it is still possible to get the trophies online.

PS Now games are the exact same version that is available on the store. Only difference is you're renting instead of buying them.

And yes, you can play with people who own the game. You don't even need PS+, since the service includes online for its games.
