You'll need the encounters (along with selecting the Bonus SP skills from battles) to earn enough SP to earn all the skills. There is an extract to increase the enemy encounters called 'Provocateur' but I don't recall one to reduce or an accessory. The only way I know, as noted by Rozalia1, is to use the skateboard as they can't fight you if you ride past them.
