I think it's in North America now, and it's version 1.03 for us (at least, that's what I just downloaded). Probably the same fixes though.

I've heard mixed things about this. It fixes a few things, but people are complaining about some of that pesky lag coming back... though some would also say it never really went anywhere. Bethesda is a dancing a fine line with these underwhelming patches.

No noticeable difference for me apart from longer loading times. Still as laggy as it was before after a couple of hours. (Which was accepted, as Bethesda said it wouldnt be addressed in this patch)

Sounds about right.

Thankfully the game isn't at a unplayable point for me yet.

I believe they said in a statement that they are addressing the lag issue, and to not expect that patch out before January of 2012.

Right now they are releasing smaller "fixes" while they wrestle with the larger issues that will take some time.
