The original idea was to put some "missed" money back into the developers pockets as those who only buy used games only line the retailers pockets, never the developers. Online passes have been implemented by numerous game publishers to generate revenue from the second-hand game trade and to encourage purchases of new games instead. Buying a new game automatically grants an online pass. Used games will require an online pass to be purchased from the PS Store to access online components.
