GTA IV Run better?

I wanna know how I can get my GTA 4 on pc to run better.

 

I'm using a 700GB (No disk drive) Acer Laptop

 

64-Bit

 

8.00gb ram (7.73gb usable)

You just need a better computer.
The minimum specs say you need a dual core 1.8GHz processor, and yours is way below that. It's surprising it runs at all.

It won't crash just because CPU clock is a bit lower.

And despite having lower clock it's actually way faster (+40%) than C2D @ 1.8 Ghz.

It pretty much depends on your graphics card. If it is a standard Intel GMA graphics chip with shared memory you won't have much luck running the game.

CPU and memory should be fine to reach minimal requirements, although that can mean many different things: Like playing at 640x480 with all settings turned as low as possible and still only reaching around 20-25fps.
