Currently if you want to play the dlc and don't already own it you need to get a copy of the physical complete version, which has dlc included. I guess I am lucky because I bought the Ultimate Edition back when it was on the store so it is still in my download list but the icons are blank. Pretty sure I paid $8 for it.
