I know I've scored quite a few deals on eBay on brand new items with no reserve, so that may be the best option. Otherwise you'll be paying retail or going used. Only difference between 3G and wifi is you can pull the sim out of your mobile and put it in the vita and download or play online. it is supposed to limit 3G activity to 20MB in any use.
