Just choose the option to buy the passport (on the game - it's not in the store) and it will take you to the download page where you can get it free of charge. I just got it setup this morning and I already got 2 DLC trophies. Must log in with your HK account, within the game go to the store, then add the DLC packs you want, download in background, then kill the game.
