Most of the time that works, but there are rare exceptions. When in doubt, check the game's CUSA code (PS4) or PPSA code (PS5). If they match, then DLC between those regions will be compatible.

 

Example 1:
AC Valhalla UK: https://store.playstation.com/en-gb/product/EP0001-PPSA01490_00-GAME000000000000

AC Valhalla Germany: https://store.playstation.com/de-de/product/EP0001-PPSA01490_00-GAME000000000000

 

In the URL, you can see they have the same PPSA code "PPSA01490", so DLC from one region will work with the base game from the other region.

 

Example 2:
Wolfenstein 2 UK: https://store.playstation.com/en-gb/product/EP1003-CUSA07377_00-COLOSSUSFULLGAME

Wolfenstein 2 Germany: https://store.playstation.com/de-de/product/EP1003-CUSA07379_00-COLOSSUSFULLGAME

 

In the URL, you can see they have different CUSA codes "CUSA07377" and "CUSA07379", so DLC from one region will NOT work with the base game from the other region.

I asked this because it happened to me with Red Faction Guerrilla, i have the physical UK disc ''BLES00592'' and needed to buy the ''Demon's of the badlands'' DLC from the same region, in this case UK, other EU regions would not work. I must check the DLC region codes on the spanish and UK ps stores and corroborate they matched with my physical German copy which is ''BLES00845''
