As I understand it, it's something that everyone can fill in for themselves, so a free style theme  .

After the Christmas Song Vote ends, SV will be on hiatus due to the recent forum update and will make the necessary changes to continue. After the changes are to our expectations SV will return. This will include a new OP Post Template among other additions, subtractions, and transformations

I blame it on being December. SOTM has historically had low numbers in December too and the Sig Battles have low numbers this month. The site update causing havoc on the OP didn't help any either.
