The problem with trying to do this with ANY non-bioweapon is the MASSIVE authority loss that comes with just that many infections, much less that many deaths. So the only viable way is to exploit censorship and fake news, and have most of the population both infected AND killed before fake news runs out. And there isn't really anything besides the bioweapon that will both spread AND kill that fast. Fungus will at least spread fast, after a while, but the kill count will be too low. While higher difficulties WILL increase spread and death rates, they also increase authority loss. In fact, with even the bioweapon, you still need to Declare Armageddon(massive authority boost), and use expectation management(GREATLY reduces authority loss) to survive the spread, death, and panic authority loss you'll suffer BEFORE this two month period.
