The previous game's (Payback) map DLC was also free for a weekend not that long ago, that was also a PS+ game. They have already announced they are working on a new NFS game a while back, so I don't think they'll be making any new announcements soon. I think they just wanted to offer the map DLCs as free for those still wanting it and not wanting to pay for it.
