There is a possibility there was confusion because the PlayStation Plus Collection is only able to downloaded directly from a PS5. Just to add - the App does work for this - I only ever buy stuff through the phone app - and i have a good chunk of PS+ PS5 games, despite only getting one a couple weeks back ? What an unexpected benefit of bitching about ps+ games on internet. I always accessed ps store/ps+ on my console, and had no idea it is possible to add ps5 games to library without console.
