Sorry ZJ, but in this case "cheated" is a shortened term for "impossible timestamps". This covers things like Vita trick gone bad, PS5 OS "bug", corrupt profiles, trophies added to the servers late, as well as being victim to hackers in multiplayer (and deliberately hacking your own games). This blanket term is more easily understood by the community as a whole, but as you've pointed out it leaves a small bit of room for people to argue the terminology. Does that mean it’s against the rules to buy a game from another region and play on your main account if it’s on the Vita? Sorry if I’m not understanding. I just don’t want to buy an imported game off eBay or something if it would get me banned. To my knowledge, Vita only allows one account at a time? It's not against the rules, but if you fudge up the process your timestamps will be all sorts of out of whack and you'll be flagged for them accordingly.
