everything that you found to be negative or annoying was designed to be that way, keep in mind that the whole game is just a parody/homage/satire of every horror movie, the predictable story, the unlikeable teen characters, etc is supposed to be that way since thats the premise of many horror movies, and the developers were just making a parody of all of their clichés.

the cutscenes as well as the re-caps can't be skipped since the game is loading while they are playing, if you skip the cutscenes then you will have long loading screens instead, and also because like quantic dream's games is supposed to feel like an interactive movie, skipping the cutscenes will mean skipping 90% of the game and leaving the interactive movie feel behind.

with that in mind the recaps are not unnecessary and the game wasn't conceived as an episodic game like telltale's games or life is strange, the recaps allows the game to load the subsequent scenes and the game also tries to resemble a horror/mystery TV series with them, in the same way other games like resident evil revelations 1 and alan wake did it and they weren't conceived to be released episodically. is just a way to make you feel like you are watching a TV horror series and a horror movie at the same time, and in case you stopped playing the game for some time then they allow you to remind you what happened last time, remember that the game gives more priority to the story rather than the gameplay.
